English

This study uses the IAEA's FINPLAN model to assess the financial viability of a 50 MW waste-to-energy plant in Kumasi, Ghana. With a GH₵1.5 billion investment and 273 GWh annual output, the project yields an 18.27% IRR and ~GH₵154 million NPV at a 15% discount rate. A tariff drop to GH₵1.4/kWh cuts IRR to 9.66% and turns NPV negative. The authors recommend a long-term indexed feed-in tariff, stable operating-cost agreements, and blended financing including carbon credits.

📝 gxceed 編集解説 — Why this matters

In the global GX context

The paper offers a replicable financial-modeling template for waste-to-energy in emerging markets, relevant to transition finance and blended-finance discussions under global decarbonization frameworks. Its explicit treatment of carbon-credit revenue as a viability lever connects to broader climate-finance and Article 6 debates.

📄 Abstract(原文)

The financial viability for a 50 MW waste-to-energy plant for Essereso-Adagya, Kumasi has been evaluated in this study by the use of the model FINPLAN provided by the International Atomic Energy Agency (IAEA). The plant would produce 273 GWh per year at GH₵ 1.7 per kWh, and the total cost of investment is GH₵ 1,500 million. With the base assumptions, the project is viable with an IRR of 18.27%, at a 15% discount rate, and an NPV of approximately GH₵ 154 million. The most important parameter studied was electricity tariff where a decrease to GH₵1.4/kWh reduces the IRR to 9.66% and the NPV becomes negative. Using Operating cost as a scenario, the break-even is found to be GH₵ 210 million. The greater the capital investment, the lower the return will be over the long term, and dividend policy cannot have much effect. Waste-derived power should be guaranteed through a long-term, indexed Feed-In-Tariff (FIT). There should be a long-term agreement with the Kumasi Metropolitan Assembly and KCARP to ensure that operating costs remain stable. Indulgence or mixed financing should be considered to lower the price of debt and carbon credits and recovered materials to boost income.
