English

This study evaluates the effectiveness of Weather Modification Technology (WMT) using cloud seeding to mitigate forest and land fires in Indonesia, focusing on the paradigm shift after 2015 from fire suppression to prevention. Based on 2023 operations during El Niño, WMT increased rainfall by 93.7% in Riau province, raised groundwater levels in peatlands, shortened the dry season, and reduced hotspots by 53.8% compared to 2019, thereby cutting carbon emissions.

日本では森林火災は主要課題ではないが、気象改変技術による炭素排出削減アプローチは、GX政策における自然ベース解決策の一例として参考になる。また、泥炭地管理は日本の湿地保全政策にも示唆を与える。

In the global GX context

This paper provides empirical evidence on how weather modification can reduce carbon emissions from land fires, relevant to global climate mitigation strategies. It offers a case study for countries facing peatland fire risks, such as those in Southeast Asia, and contributes to the discourse on nature-based solutions and disaster risk reduction in the context of climate change.

📄 Abstract(原文)

The Indonesian Government has routinely used Weather Modification Technology (WMT) with cloud seeding method to induce rainfall, to mitigate the recurring forest and land fires in Sumatra and Kalimantan. Given their substantial contribution to carbon emissions and long-term climate change, forest and land fires represent a major environmental challenge. This study aims to evaluate the effectiveness of WMT to mitigate forest and land fires in Indonesia, particularly following the paradigm shift after 2015. Initially focused on fire suppression, WMT has transitioned to emphasize prevention effortssuch as rewetting peatlands. The research sample was drawn from the implementation of WMT in several provinces prone to forest and land fires in Sumatra and Kalimantan throughout 2023, which were affected by El Nino. The statistical evaluation results indicated that the implementation of WMT in Riau province successfully increased rainfall intensity by 93.7%. Rainfall in peatland areas also contributed to rising groundwater levels and maintained peat soil moisture. The application of WMT during the rainy season transition yielded significant results, effectively shortening the dry season and delaying the rise in the number of hotspots. This, in turn, helped to reduce both the incidence and the extent of forest and land fires, as well as total carbon emissions in several provinces targeted by WMT operations. When comparing the El Nino conditions of 2023 to those of 2019, there was a notable decrease in the number of hotspots across Indonesia, reduced by 53.8%.
