This paper presents a conceptual design and techno-economic assessment of an integrated offshore green energy hub coupling a floating power-to-x unit with offshore wind and solar. Onboard electrolysis produces hydrogen that is combined with ship-delivered CO2 to synthesize e-methanol. With PPA at $30-40/MWh, LCOM reaches $600-800/t, competitive with grey methanol once carbon pricing and maritime compliance costs are internalized.

📄 Abstract(原文)
This paper presents the conceptual design, techno-economic validation, and operational framework of a fully integrated offshore green energy hub. The system couples a floating power-to-x production, storage and offloading unit with a dedicated offshore wind farm, an optional offshore solar array, and a dynamic bunkering node for green e-methanol supply to maritime and industrial offtakers. The objective is to demonstrate that a relocatable, shipyard-fabricated floating asset can convert curtailed or dedicated offshore renewable electrons into storable, tradable e-methanol at industrial scale—without coastal land-use constraints, lengthy permitting cycles, or fixed subsea power infrastructure. The scope encompasses system architecture, carbon logistics, methanol synthesis integration, storage and offloading systems, and a comparative economic assessment against conventional grey methanol supply chains under evolving global and regional decarbonization mandates. The study employs an integrated systems-engineering approach combining marine architecture, offshore power systems design, process synthesis modelling and maritime logistics optimization. The P2X Floater architecture is developed as a single-hull FGMP (Fig.1 - Floating Green Methanol Production Storage and Offloading) unit, designed for serial fabrication in controlled shipyard conditions. Renewable electricity is drawn from the wind-solar hybrid array. Onboard electrolysis generates green hydrogen, which is combined with biogenic or captured carbon dioxide delivered via liquid CO2 shuttle vessels through ship-to-ship transfer. A compact, modular synthesis loop converts these feedstocks into liquid e-methanol. The technoeconomic model benchmarks Levelized Cost of Methanol against grey methanol market prices of 300-900 $/t, reflecting wide regional dispersion. The integrated architecture achieves a LCOM of 600-800 $/t with key assumptions of 30-40$/MWh PPA, competitive PEM electrolyszer CAPEX and CO2 delivered at 50 $/t via short-haul maritime transport. This cost positioning renders the floating concept economically competitive with grey methanol delivered to coastal bunkering hubs, particularly when internalizing carbon pricing and maritime decarbonization compliance costs. The floating CO2 receiving terminal decouples e-methanol production from fixed pipeline infrastructure, enabling sourcing from distributed industrial and offshore capture sites. Concurrent operation as (i) zero-carbon fuel production plant, (ii) floating storage buffer sized for weekly-to monthly delivery cycles, and (iii) STS bunkering terminal for chemical tankers and methanol bunker barges, delivers a fully integrated maritime refuelling solution. The relocatable design allows deployment to follow the evolving geography of offshore renewable development or other safety/security complications. The novelty lies in the maritime-optimized system integration: eliminating subsea power cables, coastal permitting bottlenecks, and fixed onshore CAPEX, while enabling serial shipyard fabrication to compress project timelines. The additive contribution is a validated techno-economic framework demonstrating that off/near-shore floating e-methanol synthesis can achieve cost parity with grey methanol under foreseeable 2030 market and regulatory conditions, positioning mobile P2X infrastructure as a scalable production option and a critical enabler for sustainable maritime fuel mandates
