📄 Abstract(原文)

This report examines opportunities to reduce avoidable single-use medical technology waste within Public Health Wales (PHW), using the UK Government’s <i>Design for Life</i> roadmap as a guiding framework. The roadmap sets out a vision that, by 2045, the UK will have moved away from avoidable single-use medtech products towards a functioning circular system that improves resilience, supports economic growth, delivers better value for patients and the NHS, and reduces environmental impacts. This report applies that vision to five product areas: pipette tips and boxes, petri dishes, endoscopic devices, bijou vials, and inoculating loops and needles. It also considers current waste disposal practices and the behavioural, cultural, procurement and supply-chain conditions required to support circular change.The report finds that circular economy approaches have potential, but that their application in healthcare must be carefully differentiated. Not all medical waste can be made circular. Infectious, anatomical, chemically contaminated and high-risk materials must continue to be managed through appropriate regulated disposal routes. However, many products currently treated as disposable may offer opportunities for reduction, reuse, refill, recycling, or low-carbon impact procurement where this can be done safely. The central issue is where circularity is clinically safe, operationally practical, financially viable and compatible with laboratory quality systems.Overall, the report concludes that Public Health Wales has meaningful opportunities to reduce avoidable single-use medtech waste and support the wider transition towards a circular healthcare system. Early action should prioritise low-disruption interventions such as refillable tip boxes systems, reduced packaging, improved waste segregation, supplier engagement, procurement criteria in bidding for tenders and targeted pilots in lower-risk workflows. More ambitious interventions, including reusable plates, vials, loops or reprocessed devices, should be explored through pilots.
