📄 Abstract(原文)

Growing evidence from carbon-control practices suggests that carbon neutrality requires policies that curb emissions and strengthen carbon sequestration. However, the nexus between carbon-control policies and their dual impacts on carbon reduction and sequestration remains underexplored. Based on China’s comprehensive fiscal policy pilot for saving energy and emissions reduction, this study first assesses the carbon neutrality effect of green fiscal stimulus policy (GFSP) across prefecture-level cities from the decarbonisation-greenisation perspective. The results show that GFSP enhances decarbonisation-greenisation nexus efficiency. Through annual and final evaluations, the policy generates discontinuous effects. By linking performance evaluation to incentive funding, it enhances local government green attention and fosters public green attention, thereby contributing to carbon neutrality. In addition, the policy produces composite effects with the new energy pilot, national forest pilot, and carbon trading pilot policies, whereas no significant synergistic effect is observed with the low-carbon city pilot policy. Finally, differentiated optimisation strategies are proposed for pilot cities.
