English
This paper analyzes how emerging carbon regulations, notably the EU CBAM, affect India's export competitiveness in pollution-intensive industries over 1991-2024. Using Balassa RCA/RSCA indices for iron and steel, cement, aluminium, chemicals, and paper and pulp, it finds a secular decline in comparative advantage since the mid-2010s, with iron and steel falling below unity by 2023. It concludes that carbon regulation erodes traditional advantage while creating an imperative for accelerated green transition, recommending robust domestic MRV, strategic CBAM negotiation, and green industrial corridor investment.

📝 gxceed 編集解説 — Why this matters
In the global GX context
This study adds to the global debate on CBAM's trade effects, offering empirical evidence from a major emerging economy. It highlights the need for MRV infrastructure and just transition policies, relevant to ISSB/CSRD disclosure and transition finance discussions in developing countries.

📄 Abstract(原文)
As the global regulatory landscape shifts towards carbon border mechanisms most notably the European Union's Carbon Border Adjustment Mechanism (CBAM) India's export competitiveness in pollution-intensive industries faces unprecedented structural challenges. This paper examines the trajectory of India's polluting-industry trade over a 30-year period (1991-2024), employing the Balassa Revealed Comparative Advantage (RCA) index and its symmetric variant (RSCA) to assess structural competitiveness shifts in five major polluting industries like as; iron and steel, cement, aluminium, chemicals, and paper and pulp. Using time-series data taken from UN COMTRADE, World Bank (WDI), and the International Energy Agency (IEA).. The study present trend analysis of export values, CO2 emissions from manufacturing, carbon intensity trajectories. The study found that a secular decline in India's RCA across polluting sectors from the mid-2010s onwards, with iron and steel falling below the unity threshold by 2023 for the first time in the post-liberalisation era. The findings reveal that while India has historically held comparative advantage in dirty industries, the emerging carbon regulatory architecture encompassing CBAM, domestic carbon markets, and ESG-driven procurement is eroding this advantage and simultaneously creating an imperative for accelerated green transition. The paper concludes with targeted policy implications for India's industrial, trade, and climate strategies, including the need for a robust domestic MRV infrastructure, strategic negotiation of CBAM implementation, and investment in green industrial corridors.
