English

Comparing CLRTAP-based national nitrogen budgets with nitrogen demand implied by UNFCCC-reported forest carbon stock changes in Sweden, Norway and Finland, the authors find discrepancies of 3.1–8.5 kg N ha⁻¹ yr⁻¹—comparable to or exceeding total external N supply. The gap may reflect unresolved ecosystem processes, methodological limits, or both. They argue carbon and nitrogen accounting frameworks should be more explicitly integrated to better assess the persistence of forest carbon sinks.

In the global GX context

As ISSB/CSRD and national inventories increasingly rely on forest carbon sinks for net-zero claims, this paper exposes a structural gap between climate (UNFCCC) and air-pollution (CLRTAP) accounting. It adds a caution that sink persistence assessments may rest on unverified nutrient assumptions, relevant to global disclosure scholarship on removals and land-sector accounting.

📄 Abstract(原文)

Abstract Forest carbon sinks are central to climate mitigation strategies, their long-term capacity to store carbon is therefore critical. This capacity depends on several factors, notably nutrient availability, particularly nitrogen (N). Although carbon (C) and N cycling are fundamentally coupled in forest ecosystems, climate and air-pollution policies rely on largely separate accounting frameworks. Using forests in Sweden, Norway and Finland as an example, we compared the residuals from national N budgets based on quantified N inputs and outputs following the UNECE Convention on Long-Range Transboundary Air Pollution (CLRTAP) methodology, with the N accumulation implied stoichiometrically from the forest C stock changes reported to the United Nations Framework Convention on Climate Change (UNFCCC). Nitrogen budgets based on inflows and outflows of N indicate only small changes in ecosystem N stocks, whereas reported forest C accumulation implies substantially greater need for N, with discrepancies of 3.1–8.5 kg N ha⁻¹ yr⁻¹, comparable to or exceeding the total annual external N supply from atmospheric deposition, biological N fixation and forest fertilization. The analysis cannot determine whether this discrepancy reflects unresolved ecosystem processes, methodological limitations or both. One possible explanation is redistribution of N from organic matter with lower C/N ratios to pools with higher C/N ratios, implying increasing soil C/N ratios and providing a testable hypothesis. A more complete understanding of the nitrogen flows underpinning forest carbon accumulation would strengthen the scientific basis for assessing the future persistence of forest carbon sinks. More broadly, forest carbon and nitrogen stock changes are closely linked, and accounting frameworks would benefit from more explicit integration of these two elements.
