📄 Abstract(原文)
Abstract This article examines the development of a mechanism to stimulate energy conservation and enhance energy efficiency as a key direction of the innovative modernization of the national economy during its transition to a new technological paradigm. The study explores the strategic prospects for the development of the Azerbaijani economy, substantiates the role of energy conservation and energy efficiency within the system of priorities for its innovative modernization, and evaluates the extent to which the energy factor influences overall economic performance. The paper presents forecasting models and simulates the dynamics of the economy’s energy intensity under alternative scenarios of changes in the external political and economic environment. It further identifies the mechanisms of interaction between innovation-driven development processes and energy conservation and efficiency improvements across different levels of economic governance. Particular attention is devoted to the conceptual and methodological foundations for designing a mechanism to promote energy conservation and improve energy efficiency at multiple levels of governance, positioning it as a central component of the innovative modernization of the Azerbaijani economy in the context of its transition to a new technological paradigm.
