This paper proposes a phased climate finance structure to facilitate inter-Korean cooperation on blue carbon (coastal ecosystem carbon sinks). It outlines how such a mechanism could leverage emissions reductions while supporting diplomatic engagement, offering a unique model for climate finance in politically sensitive regions.
