As a traditional "high-carbon, high-energy" industry, the cement sector inevitably attracts substantial attention in China's pursuit of "carbon peak and carbon neutrality" goals. Consequently, it is critical to investigate suitable measurement methodologies, implementation pathways, and countermeasures to accurately assess carbon emissions within cement enterprises and achieve "measurable, reportable, and verifiable" carbon data. Henan Province, as a major cement production and consumption region in China, emitted approximately 64.35 to 78.16 million tons of CO2 between 2013 and 2018, underscoring significant pressure for energy conservation, emission reduction, and green development. This paper examines the current status of carbon measurement in Henan's cement industry, analyzes challenges encountered during its green transition, and proposes targeted, scalable countermeasures and implementation strategies. The findings aim to provide valuable insights and actionable guidance for enhancing carbon measurement systems in Henan and across China.
