In this file, we share annual Energy Transition Policy Intensity (ETPI) scores for 31 provincial-level regions in China. ETPI and its three sub-indices measure the strength of provincial governments’ policy actions to advance the energy transition. It evaluates policy documents across Policy Objectives, Policy Instruments, and Policy Targets. Constructed from 11,399 policy documents using DeepSeek-assisted text identification and binary coding, the dataset contains 806 province-year observations from 2000 to 2025. It supports cross-province comparisons and within-province tracking over time.
