📄 Abstract（原文）
Pre-registration of the primary analysis for a study of whether climate-policy stringency accumulated before the 2021–22 European energy shock conditioned sectoral resilience, and whether that conditioning depends on administrative enforcement capacity. Sample: 21 European economies × 17 NACE manufacturing divisions, 338 country-sector cells. The full specification, hypotheses with pre-specified signs, equivalence bounds and falsification battery are in the attached document (v1.4). The estimation script is deposited with the outcome merge disabled; no outcome variable has been examined. Conditioning variables were constructed and frozen before this registration; the direction of the enforcement measure was established by external validation against V-Dem and WGI, documented in §4.3a.
