📄 Abstract（原文）
Many educational institutions do not have systems for monitoring Scope 3 GHG emissions. The ICEC (Institutional Carbon Energy Coach) is a prototype developed virtually to account and report on department-level Scope 3 emissions based on user-uploaded data (electricity, diesel, LPG, water, and waste). The system automatically uses standard factors to convert consumption data to CO2e. ICEC uses React and Chart.js in system development to enable interactive analysis dashboards and visual analytics with the PDF report generator and multi-user access facility. It also tracks the academic year. ICEC provides zero-cost deployment, department-level granularity of data, a reference table of emission factors, and structured reporting capabilities, compared with five established carbon management tools. A validation with 166 consumption records delivered a correlation of 99.2% with the GHG Protocol calculations, highlighting its accuracy and guiding potential for data-driven sustainability and carbon management in Higher-Education Institutions.
