📄 Abstract(原文)

Beef cattle production is a prominent contributor to agricultural greenhouse gas emissions. Despite scientific consensus that reduced red meat consumption in the Global North is essential if international climate targets are to be met, policy has been slow to respond. Previous studies have identified several potential factors contributing to this lack of policy action, including power imbalances in favour of agribusiness interest groups. However, there is little empirical investigation into how these factors play out in arenas of political decision-making, let alone in Canada, where climate policy for beef cattle displays several characteristics of a nascent policy subsystem: a subsystem (a policy topic with a geographical scope) centred on an issue that has only recently emerged on the public agenda. Thus, there is a need for exploratory empirical investigation of this nascent subsystem that applies a systematic theory of the policy process. I conducted qualitative content analyses of documents from federal Canadian parliamentary venues (Standing Committees of the House of Commons), applying insights from the advocacy coalition framework and conflict expansion literature to investigate actors’ policy core beliefs (goals), secondary beliefs (preferred policy instruments), and strategies. I found confirmation that the subsystem is indeed nascent, as discussions of policy goals and instruments were fragmented: agribusiness groups and other NGOs often discussed different topics altogether. Agribusiness groups, who were more well-represented than other NGOs, as well as most elected officials positioned Canadian beef as part of the climate solution (especially if efficiency improvements are made), while downplaying its climate impacts, emphasizing economic concerns, and advocating for incentives for best environmental management practices, seldom engaging with meat reduction explicitly. Other NGOs rarely mentioned economic concerns and advocated for revised national dietary guidelines to encourage reduced meat consumption. Compared to other NGOs, who typically pursued strategies of conflict expansion to increase the salience of the issue and promote policy change, agribusiness groups’ strategies tended more towards conflict containment, functioning to preserve the status quo and decrease the salience of the issue. These findings contribute to a better understanding of how emergent, controversial issues in sustainable agriculture policy are dealt with in Canadian politics.
