📄 Abstract(原文)

Access to reliable energy is a prerequisite for modern economic development, human well-being, and social stability. Meeting energy needs with renewable energy is critical to transitioning away from fossil fuel-based energy systems that drive climate change. Despite rapid advances in renewable energy technologies, hundreds of millions of people continue to experience inadequate access to sufficient clean energy services. Simultaneously, global wealth concentration has reached historically unprecedented levels, with a small number of ultra-high-net-worth individuals controlling assets that exceed the gross mechanism that would be needed to finance renewable-energy infrastructure in energy-poor regions. Energy access has often been described as a welfare objective; here, renewable energy infrastructure is recognised as productive capital capable of generating long-term economic growth, health improvements, education gains, environmental stability and increased societal resilience. The idea of reallocating excess wealth towards renewable energy deployment is explored, and the ethical, economic and sustainability implications and potential impacts on gross domestic product, productivity and human development are considered. Opportunities are suggested for future research testing the premise of energy infrastructure contributing as productive capital and investigating the level of investment and wealth mobilisation that would be required. This review reframes the transition of energy access from a basic utility service into an economic engine of development, in which investment has the potential to generate self-reinforcing productivity, income, and growth benefits rather than functioning solely as basic-needs provision.
