📄 Abstract(原文)
Climate change represents one of the most pressing global challenges of the 21st century, requiring coordinated action at both national and international levels. This paper examines the interplay between national legislative frameworks and international agreements in shaping climate governance. Explanatory and analytical secondary methods were adopted for processing the documents obtained from the National Assembly, the National Council on Climate Change, the Climate Change Network, the Federal Ministry of Environment, the National Environmental Standard and Regulations, and empirical studies. An explanatory technique was adopted in examining the impact of legislative frameworks and international agreements on the management of climate change, while the analytical approach was employed in explaining the nexus between related concepts based on the opinions of scholars in the reviewed literature. The findings of the study reveal that climate change has resulted in biodiversity loss, reduced food and water security, increasing poverty, conflict, displacement, economic instability, and negative health outcomes despite the implementation of a national legislative framework and international agreement on climate change in Nigeria. Therefore, the paper recommends increasing renewable energy efficiency, promoting sustainable agricultural practices, implementing effective waste management systems, implementing green policies and effective sewage disposal systems at both national and international levels through inter-parliamentary collaborations.
