📄 Abstract(原文)

This article analyzes the challenges of global climate finance from a historical and critical perspective, with a special focus on the Brazilian case. Starting from the evolution of post-Paris Agreement climate governance, the study identifies the contradictions of the current financing model, which relies on voluntary market-based approaches. The analysis reveals how the climate finance architecture reproduces global asymmetries. The Brazilian case illustrates this dynamic, highlighting the historical dependence on external financing and the strategic opportunities represented by its environmental assets. It concludes that overcoming these challenges requires a transition to a transformative model, where States play a central role in directing investments, aligning financial flows with national sustainable development projects.
