📄 Abstract（原文）

This chapter defines the concept of "energy transition" in terms of the core objective of the Paris Agreement. It then considers recent reporting practices and trends in the greenhouse gas emissions of individual countries as measures of state commitment to, and progress with, the energy transition. By these measures, an energy transition of sorts is evident but confined to a handful of countries, mostly European. The reporting practices and greenhouse gas emission data are reflective of a state preference to view the Paris Agreement as upholding a strict "self determination" principle in mitigation policy. This low level of commitment does not bode well for the energy transition. The obstacles cluttering the transition pathway take on greater prominence when the legal obligation to stay on track is seen as weak.
