English
Examines Faja Lobi's "Green Fund" in DR Congo, where an investor pre-finances reforestation and is repaid from carbon-credit revenues after communities receive 20% first. Using a case study and financial model, USD 1 million at 3% is repaid in 9 years at a USD 57 pre-purchase price, yielding ~USD 3.52 million to communities over 25 years; at the USD 28 spot price and 10%, the debt is never repaid. The model addresses the green paradox but remains exposed to price, permanence and governance risks.

📄 Abstract(原文)
Forest-carbon finance rewards results already achieved, whereas reforestation requires upfront investment. This paper examines the “Green Fund” of the NGO Faja Lobi (Idiofa, DR Congo), in which an investor pre-finances planting and is repaid from carbon-credit revenues, after local communities. It combines a case study, a financial model based on project data and an assessment through eight theoretical lenses. With 20 % of revenues paid first to communities, as required by the Congolese draft carbon-market law, and a pre-purchase price of USD 57 per tonne, USD 1 million at 3 % is repaid in 9 years; over 25 years, communities receive about USD 3.52 million. At the USD 28 spot price and 10 %, the debt is never repaid. The model addresses the financial logic of the green paradox but remains exposed to price, permanence and governance risks.
