National green building certification systems are increasingly expected to support whole-life carbon reporting, circularity assessment and policy-facing sustainability indicators. This paper assesses the methodological alignment of Türkiye's YES-TR system and DGNB with the EU Level(s) framework, using a structured qualitative crosswalk across objectives, boundaries, life-cycle stages, metrics, quantification requirements and evidence rules. The findings show that DGNB demonstrates stronger alignment with Level(s), particularly where life-cycle assessment, life-cycle costing and quantified building-performance indicators are embedded in certification logic. YES-TR covers relevant sustainability themes, including energy, materials, water, waste and indoor environmental quality, but its current structure provides weaker methodological equivalence for mandatory whole-building life-cycle global warming potential, material quantity and lifespan data, circularity metrics, adaptability and life-cycle cost. The paper also introduces Carbon Return Time as an interpretive lens for assessing temporal carbon trade-offs between upfront embodied emissions and future operational savings. The study contributes a transparent indicator-level comparison and identifies practical upgrade pathways for strengthening national certification systems as tools for whole-life carbon governance, public procurement, portfolio benchmarking and international policy alignment.
