English
The clean energy transition reduces fossil fuel reliance but creates new dependence on critical minerals whose processing China dominates, giving it leverage over prices and supply. Countries are pursuing industrial policy and tariffs to diversify supply chains, yet face high costs, environmental trade-offs, and long lead times. International cooperation and technological innovation are framed as key to reducing these vulnerabilities.

📝 gxceed 編集解説 — Why this matters
In the global GX context
This speaks to the global nexus of energy security, industrial policy, and transition finance, echoing EU critical raw materials policy and US IRA-style reshoring. It adds a corporate (Repsol) perspective on how mineral concentration shapes transition risk and supply-chain disclosure expectations.

📄 Abstract(原文)
The transition to clean energy reduces reliance on fossil fuels but introduces new challenges related to critical minerals, whose processing is dominated by China. This poses significant risks to energy security, as China has the capacity to influence prices and supply of these essential materials. To counteract this, many countries are implementing strategies to diversify their supply chains and reduce dependence on China, combining industrial policies and tariffs. However, these measures are not without difficulties. Diversification involves high costs and environmental trade-offs, and creating new industrial capacities requires time and resources. Despite these obstacles, international cooperation and technological innovation will be key to enhancing energy security and reducing vulnerabilities associated with China’s control over critical minerals.
