English

This qualitative study assesses policy factors for EV adoption in Jordan through interviews with 12 experts from government, academia, and industry. It proposes the ISEVA framework integrating five variables—safety compliance, infrastructure preparedness, climate resilience, sustainable development, and equity—analyzed via thematic and frequency analysis. Infrastructure equity/readiness and the cost-equity gap emerge as the top barriers, supporting coordinated action on charging interoperability, affordability, safety enforcement, desert-ready performance, maintenance capacity, and consumer protection.

📝 gxceed 編集解説 — Why this matters

In the global GX context

While focused on Jordan, the ISEVA framework's emphasis on infrastructure equity and affordability resonates with global EV transition debates, particularly for emerging markets and hot-climate regions. It offers a structured lens for policymakers addressing adoption barriers beyond technical readiness.

📄 Abstract(原文)

Electric vehicles (EVs) are essential to sustainable transport and climate change adaptation. The purpose of this research is to explore and assess the policy factors perceived by experts to be most important for EV adoption by analyzing variables associated with safety, infrastructure, and climatic conditions. With the Integrated Sustainable EV Adoption (ISEVA) framework in place, the study conducts a qualitative investigation to summarize insights from 12 experts (government, academia, and industry) on EV adoption in Jordan. This approach integrates thematic analysis with frequency evaluation to assess barriers to adoption across five variables: safety compliance, infrastructure preparedness, climate resilience, sustainable development, and equity. The results show that the most important barriers are associated with infrastructure equity & readiness, and the Cost/equity gap. ISEVA contributes as an integrative organizing framework for identifying interacting policy constraints in rapidly developing, hot-climate, import-dependent EV markets. The findings support coordinated action on charging interoperability, affordability, safety enforcement, desert-ready performance, maintenance capacity, and consumer protection.
