📄 Abstract(原文)
This contribution presents an agenda for applied research and technical-legal cooperation addressing the two themes of the Integrated Forum on Climate Change and Trade (IFCCT) consultation. The proposed approach brings together International Economic Law, International Environmental Law and an analysis of the institutional conditions for implementation. The starting point is a distinction between three dimensions that need to be examined together: the environmental performance of production systems; the capacity to demonstrate such performance through reliable evidence; and the legal and economic conditions governing participation in markets, fostering technology and behaviour change. The World Trade Report 2026 (WTR) recognises that regulatory requirements may either facilitate or restrict trade, depending on their design and on compliance capacities. It also identifies proportionally higher fixed compliance costs for small exporters, particularly in agriculture and food. The proposed academic contribution is therefore to investigate how international cooperation can reduce gaps between these three dimensions. Particular attention would be given to tropical agriculture, soil health, carbon farming, nature-based solutions (NbS), traceability and a sustainable circular bioeconomy.
