This study evaluates the feasibility of investing in education, training, development, and research (ETDR) to foster sustainable growth in the renewable energy (RE) sector, particularly in countries with untapped potential, such as Iraq, with a focus on the potential investment in silicon for establishing a local solar panel manufacturing facility in Iraq. The integration of human and material resources is an increasingly important global discourse, as it offers a model for a sustainable economy that optimally uses resources, adheres to environmentally friendly practices and technologies, creates job opportunities, boosts economies, and enhances human well-being, all while protecting ecosystems from pollution to address the challenges posed by climate change. This study, framed in a descriptive, inductive, speculative, and analytical context, explores Iraq&s;s current energy security, which is primarily dependent on fossil fuels, and the challenges it faces, including insufficient training, development, and financial resources that could hinder the transition to clean energy. The report proposes solutions for genuine investment in renewable energy to achieve long-term benefits and enable the realization of sustainable development goals through the implementation of legislation and government initiatives that support necessary policies and actions. The study indicates that Iraq has significant potential for investment in renewable energy, particularly solar energy, which will lead to developmental benefits including economic prosperity, social stability, and environmental balance. The study provides a speculative cost analysis for establishing a local solar panel manufacturing facility.
