The article distinguishes between supply-chain governance assumptions and energy systems operating as service networks, developing an analytical framework that makes this mismatch explicit. The analysis demonstrates how prevailing governance remains oriented towards linear responsibility and asset-based performance, even as outcomes increasingly depend on coordinated action and resource integration in use. Network-based governance arrangements are shown to represent partial adaptations that acknowledge interdependence without reconfiguring underlying governance logics.
