English
This study examines how the energy and mobility transition's demand for critical minerals like nickel led Indonesia to ban raw ore exports, attracting Chinese investment in smelting and captive coal power at high ecological and social cost. Integrating political ecology and political economy, it reveals a hierarchical power structure—Chinese smelters, large miners, artisanal miners, and local communities—that deepens ecological degradation and inequality. It shows how state and corporate narratives framing nickel as essential to development sideline dissent, with implications for just, sustainable transitions.

In the global GX context
As global disclosure regimes (CSRD, ISSB, TCFD) push supply-chain and social-risk transparency, this paper highlights how critical-mineral sourcing for EVs carries justice and governance risks that disclosure frameworks increasingly must capture.

📄 Abstract(原文)
The transition of energy and mobility systems from fossil fuel-based to renewable energy and battery electric vehicles boosts the demand for critical minerals such as nickel. Indonesia’s ban on exporting unprocessed nickel ore has successfully attracted Chinese investment in smelting operations and captive coal power plants, though this has come at considerable ecological and social cost. Few studies have examined power relations and institutions of the nickel value chain at the global, national, and local levels, with its serious local social and environmental implications. This study takes an integrated approach, combining political ecology and political economy to analyze the structural dynamics of capital accumulation and interactions between governance and power relations. The analysis uncovers a hierarchical power structure that includes Chinese smelters, large mining companies, artisanal and small-scale mining, and local communities, exacerbating ecological deterioration and social inequalities. We emphasize how government and corporate narratives portray nickel as essential for economic development, often thereby sidelining dissenting voices. Findings offer a thorough understanding of the power dynamics at play and their consequences for achieving sustainable and equitable energy transitions.
