📄 Abstract(原文)

Energy transition and energy security are among the pressing challenges facing Central and Eastern European (CEE) economies today. The two goals are closely linked, and navigating the right balance between securing affordable energy today and transitioning to a cleaner future tomorrow has never been more urgent, given the region’s inherited energy dependencies and current geopolitical tensions. At the heart of this tension lies the “Security–Innovation Trilemma”: the struggle to reconcile energy security, decarbonisation, and affordability all at once. This chapter traces how countries like Poland, Czechia, and Bulgaria continue to rely on domestic coal, while others are expanding renewables and nuclear energy. The associated repercussions of coal phase-out, from job losses threatening coal-dependent communities to energy poverty affecting millions of households, are examined. Addressing these challenges calls for efficiency upgrades, supply diversification, grid modernisation, and just transition packages that ensure coal workers and vulnerable communities are not left behind. In doing so, the energy transition provides an avenue for CEE economies to explore, promote, and incorporate domestic renewable energy sources into their energy mix, ultimately transforming their long-standing vulnerabilities into engines of economic resilience and long-term prosperity.
