📄 Abstract(原文)
The article presents a comprehensive study of the potential application of Result-Based Management (RBM) methodology for evaluating and accelerating the digital transformation of electricity distribution networks in Ukraine. The relevance of the study is driven by the need to modernize energy infrastructure under martial law conditions and to integrate into the European energy market. Key industry challenges are systematized, including the fragmentation of digital initiatives, workforce shortages, and cybersecurity risks. For distribution system operators (DSOs), a detailed logical model based on RBM methodology is developed, linking inputs, activities, and specific outputs (SCADA, AMI, Smart Grid) with intermediate outcomes and the strategic impact on the country’s energy security. The study constructs a problem tree and identifies the roles of key beneficiaries and stakeholders, including government authorities and international financial institutions. Special attention is given to practical tools: an implementation plan for adopting the RBM approach is proposed, along with a monitoring system based on quantitative indicators (SAIDI, SAIFI, digital maturity level) and qualitative metrics. It is concluded that the implementation of RBM methodology and the transition to results-oriented management will enable DSOs to improve investment efficiency, ensure process transparency, and establish a sustainable data-driven management model for the energy system. In Ukraine, the process of digital transformation in the energy sector is gaining strategic importance in the context of integration with the EU energy market, the implementation of the Association Agreement provisions, and the challenges faced by the energy sector under martial law. At the same time, there is a lack of systematic management of these processes, which creates the need for results-oriented approaches. The Result-Based Management (RBM) method is widely used in international practice for development programs, public administration, and corporate transformations. Its application in the digitalization of the energy sector enables the structuring of processes, ensures transparency in achieving objectives, and promotes the efficient use of resources.
