English

This study proposes a mathematically tractable framework classifying socio-economic impacts of coal retirement as 'capital stranding' per MW of prematurely retired capacity and 'operational stranding' per kWh of avoided thermal generation, enabling integration into energy-system optimisation models. Applied to Karnataka's 2020 electricity system, it quantifies stranded assets, job and revenue losses under aggressive RE integration. The framework offers policymakers tools for designing just, inclusive transition strategies.

📝 gxceed 編集解説 — Why this matters

日本のGX文脈において

日本でも石炭火力の段階的廃止と座礁資産リスクはGX政策・トランジションファイナンスの中心的論点であり、社会コストをモデルに組み込む手法は日本の電力・金融実務に示唆を与える。

In the global GX context

As global disclosure frameworks (ISSB, TCFD) increasingly demand transition-plan credibility, this framework offers a way to quantify the socio-economic costs of coal phase-out—directly relevant to transition finance and just-transition disclosure debates worldwide.

📄 Abstract(原文)

Transitioning from fossil fuel-based to renewable energy (RE) generation is critical for meeting climate goals but entails major socio-economic challenges across the coal–thermal value chain, including job losses, stranded assets, and revenue disruptions. Existing research largely focuses on technical, financial, or environmental aspects, with little attention to these social and economic costs, and no established way to integrate them into formal energy system models. This study proposes a novel and mathematically tractable framework that classifies socio-economic impacts as ‘capital stranding’ per MW of prematurely retired coal capacity and ‘operational stranding’ per kWh of avoided thermal generation . Such classification is designed to enable future inclusion of these costs directly into energy planning models (typically large-scale optimisation models), filling a key gap in current approaches. We apply the framework to Karnataka’s electricity system for 2020, a particularly relevant case as the state has aggressively integrated RE into its grid. While our findings are Karnataka-specific, the framework is adaptable and can be extended to other regions with appropriate datasets, which forms the basis of our ongoing research. By embedding socio-economic concerns into technical planning, this work provides policymakers with tools to design just and inclusive transition strategies that minimize disruptions while advancing sustainability.
