📄 Abstract(原文)

Governance and policy coherence are fundamental to guarantee that energy transition is equitable, inclusive, and aligned with sustainable development. Rwanda, as a showcase in the Global South, is a notable case to be examined. This research applies the United Nations Development Programme Governance Conceptual Framework for energy transition, analyzing the intersections between four governance principles—inclusive institutions, legal frameworks, civic participation, and independent oversight—and four energy transition elements—political vision, financing, infrastructure, and social impacts. The findings indicate that Rwanda has an efficient governance structure, which actively generates Policy Coherence in relation to its national electrification and energy transition plans. The analysis highlights strong coherence across legal frameworks, decentralization, civic participation, and oversight mechanisms, although challenges remain in other domestic policies and institutional capacities. This study suggests that analyzing a government’s governance structure supports the understanding of the evolution of its plans, enabling an assessment of the degree of Policy Coherence achieved and its subsequent alignment with the goals of Policy Coherence for Sustainable Development. Rwanda demonstrated progress in advancing Sustainable Development Goals 7, 13, and 17, although further improvements in cross-domain coherence are still required. This work is relevant to existing literature concerning state capacity and governance effectiveness in driving energy transitions across the Global South.
