📄 Abstract(原文)
This working paper develops a sovereign permissioning framework for the final stage of net-zero decarbonisation: the treatment of residual emissions that remain after feasible lower-emission substitutes have been tested. The paper distinguishes between an emission that is genuinely difficult to eliminate and one that is merely convenient to retain. Residual status is therefore not created by willingness to pay for carbon removal. It must first pass a contestable and expiring system-function test demonstrating that no qualifying lower-emission alternative can provide the required service within a bounded substitution horizon. The framework introduces a Residual Emissions Budget, an Avoidability Gate, a System-Function Authority, a Removal Liability, a Sovereign Completion Threshold and a Declining Permission Rule. System necessity determines whether an emission is eligible for residual treatment; cost determines only how an independently admitted residual tonne should subsequently be treated. Where verified durable removal is cheaper than eliminating an independently demonstrated residual emission, temporary retain-and-remove may reduce the marginal cost of completing net zero. The retained tonne nevertheless creates a funded physical removal liability. The framework therefore places the principal financing obligation on the beneficiary or originator of the residual emission rather than on households or property owners that may host distributed removal infrastructure. Additional safeguards address mitigation deterrence, baseline-relative additionality, durability mismatch and re-removal liability, institutional capture, residual-budget expansion, and double counting across national carbon ledgers. A one-tonne-one-claim rule separates the physical location of removal from ownership and sovereign accounting. The central proposition is that carbon removal can lower the cost of completing net zero only where it prices genuinely residual emissions rather than legitimising avoidable ones. Permission to retain an emission must be conditional, contestable, temporary, fully funded and progressively withdrawn as qualifying lower-emission substitutes become feasible.
