The article is dedicated to the analysis of legal regulation regarding the application of artificial intelligence for environmental protection purposes in the European Union, with an emphasis on Scandinavian experience. The relevance of the study is due to the fact that AI, on the one hand, is becoming a key tool for environmental policy (monitoring, forecasting, resource management), while on the other hand, it creates a new layer of environmental risks: the increasing energy consumption of digital infrastructure, the growth of carbon footprint, ecosystem degradation, and the accumulation of electronic waste, which remain "green blind spots" in the current regulation. The aim of the article is to identify the extent to which the risk-oriented approach of the AI Act reflects the environmental consequences of the life cycle of AI systems, and how Scandinavian procedures for environmental licensing and impact assessment can be used to "green" AI regulation. The methodological framework of the study consists of general scientific and special legal methods. A systemic legal analysis is applied to identify the interconnections between digital regulation and environmental law, as well as a formal legal method. The scientific novelty of the article lies in the comprehensive reflection on the relationship between artificial intelligence regulation in the EU (AI Act) and the environmental risks arising from the development of wind energy in Scandinavian countries, focusing on issues of electronic waste, carbon footprint, and climate policy. For the first time in domestic doctrine, the Scandinavian experience of integrating norms on sustainable development and digital technologies into environmental regulation is summarized, including the practice of handling spent wind turbine blades and utilizing data from data centers. The author proposes an original approach to the typology of environmental risks associated with generative AI and renewable energy infrastructure and formulates recommendations for adapting the provisions of the AI Act into the Russian legal system, taking into account Scandinavian management models.
