This study builds a low-carbon evaluation index system for highway reconstruction and expansion using the Delphi method, applied to a section of the Changshen Expressway in China. It assesses new technologies such as waste-material reuse, prefabricated components, foam lightweight soil, and 3D-printed sound barriers, and quantifies an overall 16.16% carbon reduction against a baseline via a carbon emission factor model. The framework offers technical guidance for green low-carbon transformation of highway reconstruction.

📄 Abstract(原文)
With the continuous improvement of the scale and level of expressway construction and the gradual advancement of the national process of "carbon peak and carbon neutrality", the low-carbon construction of expressway reconstruction and expansion projects has become an important research field for the development of highway infrastructure. The green highway evaluation index system which has been proposed before emphasizes ecological and environmental protection, green concepts, and quality construction. However, it does not explicitly address the impact of new technologies on carbon reduction benefits during the low-carbon construction processes of the renovation and expansion of existing roads, such as the reuse of waste materials, the use of prefabricated components, the utilization of foam lightweight soil, and 3D printed sound barriers. Based on the reconstruction and expansion project of the section from Reshui in Heyuan to Pingnan in Huizhou of Changshen Expressway, this study systematically establishes the evaluation index system for the design and construction of low-carbon expansion and reconstruction of highways by using the expert Delphi method, proposing a method for assessing carbon reduction levels of design evaluation indicators before and after optimization, and calculating the overall carbon reduction of the project in conjunction with baseline scenario calculations. By establishing a carbon emission factor model, the reconstruction and expansion project of the Changshen Expressway from Heyuan to Pingnan in Huizhou has comprehensively applied low-carbon technologies, achieving an overall reduction rate of carbon emissions of 16.16%. The research results provide theoretical support and technical guidance for the green and low-carbon transformation of expressway reconstruction and expansion, and help achieve the "dual carbon" goal.
