📄 Abstract(原文)

<title>Abstract</title> <p>This article analyzes the risks and opportunities for Brazil posed by the European Union’s Carbon Border Adjustment Mechanism (CBAM). Brazilian exporting companies, without a strong system to measure, report, and verify (MRV) carbon emissions at the individual product and plant levels, face higher compliance costs due to reliance on CBAM default values. It also presents regulatory gaps regarding indirect carbon emissions, biogenic carbon, and the allocation and accountability of total carbon emissions. However, opportunities arise from accelerating the implementation of Brazil's regulated carbon market, with MRV obligations aligned with international best practices, to retain carbon pricing revenues domestically and support national industrial decarbonization. Brazil should lead efforts in global climate governance forums to mitigate the risk of CBAM regulatory gaps, thereby strengthening the competitiveness of energy-intensive exports, particularly in the iron/steel and aluminium sectors, and making CBAM a fairer and more legitimate mechanism for Global South countries.</p>
