📝 gxceed 編集解説 — Why this matters
In the global GX context
Provides a compact genealogy of the international and EU disclosure architecture (TCFD→CSRD/ISSB) and clarifies double materiality, useful for situating the ISSB vs. EU CSRD divergence in global disclosure debates.

📄 Abstract(原文)
Abstract Chapter 9 gives some background on the sustainable finance developments at the international and EU levels. The first section sets out the historical origins of sustainable finance at international level, putting in context the 1987 Brundtland Report, the 2000 UN Global Compact, the 2015 UN Sustainable Development Goals, the 2015 Paris Climate Agreement, the 2017 Task Force on Climate-Related Financial Disclosures Recommendations set up by the Financial Stability Board, the 2017 Network for Greening the Financial System, and the 2019 International Platform on Sustainable Finance. In giving this overview, the terminological differences between ‘sustainability’ and environmental, social, and corporate governance (ESG) are also clarified. The second section gives an overview of the developments at EU level. It discusses the origins of the EU sustainability policy in the 1992 Maastricht Treaty and the 1997 Treaty of Amsterdam, the appointment of the High-Level Expert Group on Sustainable Finance in 2016, the Commission’s adoption of the 2018 Sustainable Finance Action Plan, the 2019 Green Deal, and the 2021 Strategy for financing the transition to a sustainable economy. It also clarifies the important concept of ‘double materiality’ and sets out the criticism of the Commission’s sustainable finance strategy.
