English

LEAPto11, an EU LIFE co-funded project, supports Member States in implementing Article 11 of the recast Energy Efficiency Directive. It pilots an integrated audit methodology combining energy efficiency, water management and circular economy, with new KPIs, as the audit obligation shifts from enterprise size to a 10 TJ annual consumption threshold. CRES runs three Greek case studies in food processing and paper manufacturing, emphasizing top-management engagement and behaviour change.

In the global GX context

As CSRD and the EED recast tighten energy-audit and disclosure obligations, this work shows how audit scope can be widened beyond energy to water and circularity and tied to management engagement. It offers a concrete model for linking mandatory energy audits to corporate sustainability reporting and behaviour-change outcomes, relevant to the EU's broader disclosure architecture.

📄 Abstract(原文)

The LEAPto11, LIFE co-funded project aims to support European Member States during the transposition and rollout phase of the new Article 11 of the Energy Efficiency Directive (EED) recast through a joint action of cooperation among their respective National Energy Agencies. The project's main goal is to contribute to comprehensive improvement of the quality framework for Energy Audits and Energy Management Systems (EnMS) by evaluating, updating, upgrading, and optimising current national programmes. Under Article 8(4) of the EED EU/2012/27, large enterprises were required to carry out an energy audit by 5 December 2015 and at least every four years from the date of the previous audit. The results from the analysis show that this requirement was fully implemented by all partner countries. With the adoption of the EED EU/2023/1791, the target group of this obligation is no longer linked to the enterprise size but to the amount of energy consumed. Enterprises with an average annual energy consumption of 10 TJ (2.77 GWh) over the past three years must carry out an energy audit at least every four years from the date of the previous audit. MS must ensure that all enterprises that are now subject to this obligation have carried out an audit by 11 October 2026. In response to this regulatory shift, LEAPto11 developed and applied a pilot methodology for integrated audits combining energy efficiency, water management and circular economy/resource efficiency. The approach introduces new Key Performance Indicators (KPIs) to quantify benefits and savings and aims to enhance programme design for non-obligated enterprises under the new Article 11. A key innovation of the methodology is the extension of audit scope to increase engagement from top management and decision-makers, promoting the adoption of concrete efficiency measures and encouraging behavioural change. In Greece, the Centre for Renewable Energy Sources and Saving (CRES) is conducting three pilot case studies across diverse sectors-food processing, and paper manufacturing- covering different organizational sizes. These pilots involve on-site audits and measurements by the LEAPto11 team, in close collaboration with energy managers and executive leadership to evaluate the benefits of resource efficiency interventions. The final deliverable report will include a summary of each case study, presenting the on-site measurements performed, the Key Performance Indicators (KPIs) assessed, besides their values, and the barriers encountered during implementation. Furthermore, the report will provide improvement suggestions, an evaluation of both the direct and indirect benefits to the enterprises resulting from the implementation of a resource efficiency audit. Finally, special attention will be given to the audit's potential to trigger behaviour change. The overall results of the Greek case studies will be presented at the current conference.
