English

This review examines green governance for data centers amid surging digitalization and energy demand. It argues that embedding efficiency, renewable procurement, circular economy, and transparency into core decision-making lets data centers enable decarbonization rather than undermine climate goals. It frames governance standards as the way to balance hyperscale expansion with environmental responsibility.

📄 Abstract(原文)

The importance of green governance in data centers tremendously as exponential rise in digitalization, with projections indicating an upward trajectory if unchecked. This rising energy demand presents both a challenge and an opportunity: without proactive sustainability strategies, the expansion of digital infrastructures risks undermining climate goals, but with robust green governance, data centers can become enablers of decarbonization, efficiency, and environmental stewardship. Green governance in this context refers to the policies, practices, and accountability mechanisms expansion of data centers. It is about embedding sustainability at the core of decision-making—ensuring that efficiency, renewable integration, circular economy practices, and transparency are not optional add-ons but fundamental pillars of data center operations. At its core, green governance in data centers is crucial because it aligns digital transformation with environmental responsibility. The expansion of hyperscale data centers—operated by technology giants and cloud service providers—presents a paradox: while they power innovations that enable remote work, smart cities, and low-carbon solutions, they also consume massive resources. Green governance provides the framework to balance these competing forces by setting standards for energy efficiency, mandating renewable energy procurement, and encouraging life-cycle sustainability assessments. This ensures that the growth of digital infrastructure does not come at the expense of climate commitments, but rather contributes to them. For example, data centers adopting renewable-powered operations directly support decarbonization efforts while reducing their exposure to fossil fuel price volatility.
