Global climate finance is at a historic institutional inflection point facing a massive capital gap. According to the Climate Policy Initiative's Global Landscape of Climate Finance 2026 report, global climate finance surpassed $2 trillion for the first time in 2024, with growth to $2.1 trillion estimated in 2025, but annual growth has decelerated sharply from 30% in 2021 to 2-3% in 2025. By 2030, annual global climate finance需求 is projected to reach $9 trillion——a "climate finance cliff" of approximately $7 trillion per year between current flows and target needs. The Green Climate Fund (GCF) has unlocked an additional $4 billion through balance sheet efficiency reforms, increasing available funding from $1.37 billion to $5.65 billion over the next two years; the Asian Infrastructure Investment Bank (AIIB) reported that climate finance represented 67% of its total approved financing in 2024, with 27% invested in adaptation projects. However, current climate investment decision-making still lacks a mathematical framework capable of integrating physical climate risk, transition risk, policy risk, and financial returns into a unified measurement system.
