In the global GX context

Globally, this paper contributes to the growing literature on green lending and transition finance by offering a practical scoring framework that links loan terms to verified energy savings. It provides a model for emerging economies seeking to mobilize private capital for decarbonization, complementing TCFD/ISSB-aligned disclosure with a bank-level assessment tool.

👥 読者別の含意

🔬研究者:Examine the composite scoring methodology as a case study for integrating non-financial indicators into credit risk assessment.

🏢実務担当者:Adopt the scoring framework to design green loan products that tie terms to measurable energy outcomes.

🏛政策担当者:Consider the policy implications for linking public support to verified project performance to scale up energy efficiency financing.

📄 Abstract(原文)

The paper proposes a green scoring methodology for bank financing of energy-efficiency and renewable energy projects in Uzbekistan. The methodology combines financial, energy, environmental, institutional, and socio-regional indicators into a single composite assessment. Classification into the 80–100, 65–79, 50–64, and below-50 score ranges makes it possible to link loan terms, guarantees, and public support to verified project outcomes. The proposed approach is intended to reduce commercial-bank credit risks, mobilise private capital, and ensure measurable energy-saving results
