This paper analyzes how the EU's stringent climate policy, particularly the Carbon Border Adjustment Mechanism (CBAM), may exacerbate inequality within the Union. It examines the negative spillover effects on low-income groups and specific regions through impacts on industrial structure and employment. The paper argues for the need to consider distributional effects in policy design.
