This paper systematises the theoretical evolution of the bioeconomy and maps its links to the UN SDGs and Uzbekistan's national goals. It compares EU bioeconomy macro indicators with Uzbek data on agriculture, renewables and municipal waste, and builds an interlinkage matrix showing the strongest contributions to SDG 13, 8 and 12. The authors find Uzbekistan has legal foundations but lacks a dedicated national strategy, statistical measurement system and organic-waste processing infrastructure, and recommend biogas scaling and regional bioeconomy clusters.

📝 gxceed 編集解説 — Why this matters
In the global GX context
Adds a Central Asian, SDG-linked perspective to the global bioeconomy and circular-economy literature, but offers limited direct relevance to TCFD/ISSB/CSRD disclosure practice or transition-finance frameworks.

📄 Abstract(原文)
The article examines the role and practical significance of the bioeconomy in achieving the United Nations 2030 Sustainable Development Goals (SDGs) and the national SDGs of Uzbekistan. The theoretical evolution of the bioeconomy concept and its relationship with the green and circular economy are systematised. Global carbon dioxide (CO₂) emissions, macroeconomic indicators of the European Union bioeconomy, and 2024-2025 data on agriculture, renewable energy and municipal waste in Uzbekistan are analysed comparatively. An interlinkage matrix between five bioeconomy sectors and nine SDGs shows that the strongest contribution of the bioeconomy relates to SDG 13 (climate action), SDG 8 (decent work and economic growth) and SDG 12 (responsible consumption and production). The results indicate that although the legal and institutional foundations for bioeconomy development have been established in Uzbekistan, a dedicated national strategy, a statistical measurement system and infrastructure for processing organic waste remain insufficient. Recommendations are proposed on developing a national bioeconomy strategy, introducing statistical accounting of the bioeconomy, scaling up biogas technologies in smallholder (dehkan) and commercial farms, and establishing regional bioeconomy clusters.
