📄 Abstract(原文)

This chapter offers a clear and practical overview of the policy mechanisms and regulatory frameworks that support the deployment of carbon capture and storage (CCS) technologies. It outlines how governments worldwide utilize various policy tools, such as carbon taxes, emissions trading systems (ETS), direct subsidies, tax credits, and legal directives, to create economic incentives for industries to reduce their CO 2 emissions. These policies are crucial because CCS projects are capital-intensive, long-term efforts that often require government support and policy to remain profitable. This chapter begins with a general overview of climate policy mechanisms and then focuses on carbon pricing, including carbon taxes and emissions trading markets like the European Union Emissions Trading System (EU ETS). It also discusses regulatory approaches, where governments require certain industries to meet emission standards or adopt low-carbon technologies. In addition, it explains the role of public financial incentives, such as the U.S. Inflation Reduction Act (IRA), which offers generous tax credits for CCS deployment. Beyond national policies, this chapter also discusses international policies and cooperation, including the Paris Agreement and cross-border technology and finance mechanisms. The final section evaluates the effectiveness of current policies, identifies gaps, especially in developing countries, and discusses the policy combination needed to accelerate CCS at a global scale.
