English

Original US survey experiments test how information about climate vulnerability shifts preferences between adaptation and mitigation. Those with weak priors prioritize local adaptation over mitigation when informed of their vulnerability, while those with strong priors remain unmoved. Effects are most consistent among independents, highlighting a challenge for mobilizing mitigation support when the two compete for funding.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Relevant to global disclosure scholarship on how climate-risk information is framed and consumed: it shows that vulnerability messaging can crowd out mitigation support, informing how TCFD/ISSB-aligned risk communication and adaptation finance narratives are designed.

📄 Abstract(原文)

Abstract Climate change is significantly increasing the frequency and severity of extreme weather events. Prior research indicates that exposure to such events can make individuals more supportive of green policies. But we know less about how this shapes individuals’ priorities across policies. Given that governments are budget constrained, policymakers may confront a trade-off between climate policy goals. We conducted original survey experiments in the United States to understand how information about climate vulnerability shapes preferences for adaptation and mitigation, particularly when voters are forced to choose between the two. We find that when individuals with weak priors are told about their vulnerability to extreme weather events, they prioritize local adaptation relative to mitigation, while those with stronger priors remain largely unmoved. Effects are especially consistent among independents, a crucial voting bloc as climate change becomes polarized. These findings underscore a potential challenge of mobilizing support for mitigation in cases in which mitigation and adaptation compete for funding.
