This document builds on Deliverable 1.4 (Credible 2025) and embeds CF scheme development as one potential value from organized collaboration at regional level. It demonstrates how different sector and stakeholder objectives converge and can facilitate design of integrated governance solutions that enhance our joint capacities to adapt to and manage with the complexities and variations of context and scale. Also, it suggests how such collaboration can also create space for more effective financing flows from both public and private sources.
