English

This paper analyzes the initial phase of agrivoltaics deployment in Italy using a radical new institutionalist framework. It finds that the agricultural sector occupies a dependent position, agroecological concerns are neglected, and installations are imposed top-down without local community involvement.

📝 gxceed 編集解説 — Why this matters

In the global GX context

While agrivoltaics is often promoted as a win-win solution globally, this study highlights risks of marginalizing agricultural interests and local communities. These findings are relevant for any country implementing agrivoltaics, especially where top-down renewable energy deployment is common.

Offers a critical institutional analysis of agrivoltaics deployment, useful for energy transition and agroecology scholars.

Suggests that agrivoltaics projects should involve farmers and local communities to avoid opposition and ensure equitable outcomes.

Warns against top-down imposition of agrivoltaics; recommends policies that integrate agroecological principles and community participation.

📄 Abstract(原文)

Agrivoltaics is a technological package that has attracted considerable interest as it appears to combine agriculture and the energy transition (win-win configuration). However, several critical issues remain, not least because of local opposition to this type of installation. Drawing on a framework inspired by radical new institutionalism, the start-up phase of this technological package is analysed in Italy. The positioning of the various actors within this emerging organisational field is described through the analysis of official documents and in-depth interviews. Results show that an organisational field is indeed taking shape at the national level, though with certain biases: the agricultural sector occupies a dependent position, agroecological concerns are neglected, and installations are imposed from above without financial and planning involvement of local communities.
