English

This study evaluates India's climate policy across energy, transport, agriculture, forestry and industry using OECD (2019) evaluation criteria. It finds policies have been effective in promoting renewable energy, energy efficiency, clean fuel access and carbon reduction, while flagging financing gaps, implementation inconsistencies, weak institutional coordination and fossil-fuel dependence as persistent barriers.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Offers a country-level policy evaluation template (OECD criteria) that complements TCFD/ISSB disclosure debates by linking national policy performance to transition-risk assessment in emerging markets. Useful for investors and disclosure teams assessing sovereign and supply-chain transition exposure in India.

📄 Abstract(原文)

The study analyses the assessment of climate change policy in India during planning period. It aims to analyse how far the policy has progressed over time and what have been the challenges in achieving the targets. The secondary sources viz. Government reports, Government data portals and reports of independent think tanks have been used for the purpose of the study. The preliminary statistical tools have been employed for the purpose of the study using various parameters using Organisation for Economic Cooperation and Development (OECD) policy evaluation criteria (2019) in terms of relevance, effectiveness, coherence, impact, efficiency and sustainability and long-term impact. There has been an extensive discussion of climate change policies in various sectors like energy, transportation, agriculture and forest and industries. Based on OECD policy evaluation criteria (2019), it has been found that climate change policy has been implemented at both climate change mitigation and adaption level. The study finds that India has been very proactively implementing its policies to achieve the climate change goals along with its sound economic planning. The findings suggest that India’s climate change policies have achieved effectiveness in promoting renewable energy adoption, energy efficiency, clean fuel access, agricultural resilience and carbon reduction. There have been a few challenges related to financing gaps, implementation inconsistencies, institutional coordination and dependencies on fossil fuels to create hurdles in achieving the climate change policy goals. There is a long way to go ahead. The study makes an overall assessment of climate change policy in India across various sectors simultaneously.
