English

This qualitative literature review examines how the Kyoto Protocol's CDM channels green capital and technology transfer to Indonesia. It finds that monetizing Certified Emission Reductions improves project bankability, with off-grid renewables, industrial thermal efficiency, and agro-industrial waste valorization as key beneficiaries. Adoption is hampered by upfront transaction costs, rigid additionality validation, slow approvals, and a shortage of accredited domestic carbon auditors. The study urges strengthening the DNA, concessional credit for early design costs, and aligning domestic carbon market governance.

In the global GX context

As the CDM transitions toward Article 6 and voluntary markets, this analysis of Indonesia's institutional bottlenecks informs global debates on host-country readiness, additionality, and carbon market integrity under the Paris Agreement.

📄 Abstract(原文)

The accelerating global climate crisis demands deep structural adjustments in worldwide production and consumption patterns without destabilizing economic progress in developing countries. Severe constraints in initial green liquidity and low access to state-of-the-art technological assets represent two fundamental impediments confronted by Indonesia along its low-carbon transition pathway. The Clean Development Mechanism (CDM), established under the Kyoto Protocol framework, was designed as a flexible market-based instrument reconciling the emission mitigation commitments of industrialized nations with the capital mobilization and industrial modernization requirements of developing hosts. This paper investigates the critical role of the CDM in directing green capital flows, accelerating environmentally sound technology transfer, and critically examines the financial and institutional bottlenecks impeding its operational efficiency in Indonesia. Adopting a structured qualitative literature review that integrates climate regulatory frameworks, official public policies, and natural resource economic literature, this study reveals that the CDM considerably improves project bankability through the monetization of Certified Emission Reductions (CERs). Strategic areas including off-grid renewable energy installations, industrial thermal efficiency enhancements, and organic agro-industrial waste valorization represent the primary beneficiaries of external investments and technical spillovers. Nonetheless, the domestic adoption of the CDM is critically hindered by onerous upfront transaction expenditures, rigid international validation of the additionality principle, prolonged bureaucratic approval cycles, and a persistent scarcity of accredited domestic carbon auditing professionals. The study emphasizes the imperative of strengthening the Designated National Authority (DNA) infrastructure, delivering concessional credit mechanisms for preliminary design expenses, and aligning domestic carbon market governance to sustain long-term sustainable development.
