This report, developed by the ZeroW Policy Team under Task 8.2: A ‘just’ transition pathway and intermediate targets to near-zero FLW by 2050 (Grant Agreement no. 101036388), examines what a just and realistic pathway for reducing Food Loss and Waste in the European Union could look like by 2030. Building on the modelling simulations presented in D8.1, the report analyses three alternative transition policy pathways, identifies key trade offs and threshold levels, and proposes intermediate targets that balance ambition with feasibility. The findings are validated through stakeholder input gathered during two working group roundtables and further informed by the work of the ZeroW Systemic Innovation Living Labs. The deliverable also presents a set of Just Pathway Actions designed to support policymakers in addressing unintended consequences, enabling fair implementation, and shaping more targeted policy interventions for future EU policy briefs.
