📄 Abstract(原文)
Achieving the lofty goal of net-zero in the energy sector requires careful planning and implementation. Of particular interest to this chapter are the tensions between macro-scale policy planning and development, and the need for decentralized, localized implementation. These tensions are illustrated through contemplating ongoing efforts in Manitoba. In Manitoba, the energy system is reliant on centralized generation, distribution, and governance due to a centralized population and top-down policy framework. Northern, rural, and remote communities like Churchill are expressing desires for agency and local control, with an emphasis on local renewable energy. However, Manitoba’s suite of policy initiatives are not yet capitalizing on community-based interests. Furthermore, provincial policies do not recognize the links between energy security and energy planning in rural and northern communities. To align with local demands for agency and evolving definitions of energy security, Manitoba’s energy transition must empower communities at the local level. Targeted engagement in policy development, supporting policy champions, and developing local agency through planning can help mitigate the current tension between macro-scale policy and micro-scale implementation.
