📄 Abstract(原文)
The article examines the legal framework for the development of renewable energy sources as a critical element in ensuring Ukraine’s energy and environmental security. It is substantiated that in the context of full-scale armed aggression and the destruction of energy infrastructure, the transition to renewable energy acquires strategic importance. The study analyzes international and national regulatory acts concerning renewable energy, specifically the provisions of the Paris Agreement and the UN 2030 Agenda for Sustainable Development. It is established that the implementation of relevant international standards into Ukraine’s national legislation aims to reduce greenhouse gas emissions, increase energy efficiency, and foster a low-carbon economic development model. Particular attention is paid to the analysis of national legislation regulating the renewable energy sector, including the Laws of Ukraine «On the Electricity Market,» «On Alternative Energy Sources,» and «On Environmental Protection,» as well as legislative amendments targeted at the «green» transformation of the energy system. It is proven that the development of renewable energy sources serves as a vital mechanism for realizing the constitutional right of citizens to an environment that is safe for life and health. Concurrently, the study identifies several law enforcement challenges in this field, notably regulatory instability, financial debt to renewable energy producers, and the insufficient institutional capacity of state authorities to ensure energy market stability. The author concludes that the effective development of renewable energy in Ukraine is contingent upon improving the legal regulatory mechanism, ensuring energy market transparency, properly implementing European environmental legislation, and establishing stable legal guarantees for investors. Such measures will enhance the state’s energy independence, strengthen environmental security, and ensure the sustainable development of the national economy.
